Applications for certification of dangerous goods air transportation must follow these five steps: pre-application, formal application, document compliance, demonstration and inspection, and certification. Some steps could be merged and simplified on the specific situations.

Applications for certification of dangerous goods air transportation by foreign airlines should accord with the following procedures:

a. Transportation Administrative Division of CAAC North China, East China and Middle and South Regional Administrations are put in charge of the acceptance of applications for dangerous goods air transportation by foreign airlines. Corresponding regional administration is in charge of the applications by air operators in designed areas.

I. Applications by air operators in European area, the countries of the Commonwealth of Independent States and Mongolia are accepted by CAAC North China Regional Administration.

II. Applications by air operators in American area, Korea, Japan, DPR Korea are accepted by CAAC East China Regional Administration.

III. Applications by air operators in other areas, including Hong Kong Special Administrative Region and Macao Special Administrative Region.
