Foreign Commercial Air Transport Operators Operational Approval Rules
China Civil Aviation Regulations Part-129 (CCAR-129) was promulgated on Jan. 1, 2005, based on certification and approval authorizations granted by the State Council of China, for the purpose of ensuring the safe operations of foreign commercial air operators within China¡¯s airspace. CCAR-129 regulates operational approval process and continuous surveillance of foreign commercial air operators by Civil Aviation Administration of China (CAAC).
CCAR-129 applies to foreign air operator certificate holders, who operates or requests permissions to operate an airplane or helicopter within China¡¯s airspace for the purpose of scheduled or non-scheduled commercial air transportation.
For the air operator who holds the air operator certificate issued by the government of Hong Kong or Macao Special Administrative Region, CAAC exercises similar operational approval process and continuous surveillance authority in accordance with this regulation.
